The "security threat" was fake. The mass denials were real.

WHO GOT HURT

Maria Santos

Denied crossing at Gate 17 on February 14, 2057 - fell within this mass denial period. She was trying to reach her orphaned children. Valid permits. Legitimate emergency. Denied because Jean's quota required it.

The appeals process is theater. It exists to make travelers think they have recourse. They don't. The system is designed to deny them no matter what.
