- Infrastructure: Buildings, roads, water systems
- Power generation: Solar arrays, wind turbines (Belt settlements are off-grid)
- Year-round occupation: Thermal imaging shows continuous habitation
- Population growth: Settlement expansion visible over 10+ years
If the Belt was as contaminated as the Authority claims, these settlements couldn't exist. But they do.
