What Happened: Luis had legitimate job offer in California PZ. Spent 8 months saving for documentation. Jean denied him. His appeal was approved 73 days later - job offer had expired by then. Unable to find work, savings gone, Luis took his own life.
Aftermath: Authority sent approval letter to Luis's widow AFTER his death. Rosa Martinez: "They approved his crossing five months after I buried him."
Maria Santos - Medical Denial, Death
Age: 34 | Condition: Breast cancer requiring treatment

Denial Reason: "Medical documentation incomplete"
Death: August 14, 2048 (cancer progression)
What Happened: Maria needed specialist cancer treatment only available in Seattle PZ. Had full medical documentation. Inspector claimed one form was "improperly signed." By time appeal processed (4 months), cancer metastasized. She died before second crossing attempt.
James Chen Family - Exposure Death
Family: James (42), wife Linda (39), children Amy (8), Michael (6)
Denied: Gate 29, January 7, 2046
Denial Reason: "Family documentation inconsistency"
Deaths: January 12-14, 2046 (exposure, winter storm)
What Happened: Family fleeing Zone 8 economic collapse. Had documentation but minor discrepancy in children's birth certificate dates. Denied crossing. Trapped in transit zone during winter storm. All four found frozen to death 6 days later.
Authority Response: "Family chose to remain in unsheltered transit zone. Not Authority responsibility."
The Quota Connection
Authority internal documents prove mandatory denial quotas:
- 15-20% of all crossings must be denied (regardless of documentation validity)
- Inspectors rewarded for meeting denial targets
- Appeals process intentionally slow (average 73 days)
- Many denials reversed on appeal - proving original denials were wrongful
This means thousands die from denials that were never justified. They had valid documentation. They were denied anyway to meet quotas.
Why Authority Doesn't Count These Deaths
Authority Logic: "Checkpoint deaths" only include people killed AT checkpoints. If you're denied and die days/weeks/months later from consequences, that's not a "checkpoint death."
Reality: Direct causal link between denial and death:
- Denied access to employment → starvation
- Denied access to medical care → death from treatable conditions
- Denied crossing during emergency → exposure, violence
- Denied repeatedly with nowhere to go → suicide
If checkpoint denial caused death, it's a checkpoint death. The Authority refuses to acknowledge this because it would reveal the true human cost of their control system.
