Why Authority Denies Belt Habitability

If Authority acknowledges Belt is habitable:

SCORCHED EARTH becomes indefensible - If Belt was habitable, why evict/demolish settlements?

Contamination operations exposed - Deliberate poisoning of Belt communities proven unnecessary

Protected zone system questioned - If Belt can support 200K+ people, why force everyone into protected zones?

Checkpoint system loses justification - Can't restrict travel to "uninhabitable" regions people actually inhabit
