OPERATION SCORCHED EARTH
The Belt Settlement Massacres (2030-2043)
Between 2030 and 2043, Authority forces systematically attacked Belt settlements, killing thousands of peaceful civilians.
Official reason: "Emergency evacuation from contaminated regions to protect civilian health."
Real reason: Eliminate evidence that Belt is habitable. Prevent citizens from realizing alternative to Authority control exists.
WHY OPERATION SCORCHED EARTH HAPPENED
The Belt Lie (2029):
In 2029, the Authority designated regions between Protected Zones as "Belt" - allegedly contaminated areas where human habitation was impossible.
This was false. 87% of Belt regions were safe.
The Authority knew this (leaked environmental reports confirm). But they designated Belt "contaminated" anyway to:
- Justify travel restrictions (can't cross "hazardous" Belt)
- Justify checkpoint system (need verification for "dangerous" crossing)
- Keep citizens confined to Protected Zones (easier to control)
The Problem (2030):
Survivors started settling in Belt regions, proving they were habitable.
By early 2030:
- Estimated 30+ Belt settlements established
- Population: 5,000-10,000 total
- Settlements functioning well (food production, shelter, community)
- Residents healthy (no contamination-related illness)
For the Authority, this was crisis: If citizens knew Belt was habitable, Authority's justification for travel restrictions would collapse.
The Solution (March 2030):
Operation Scorched Earth. Code name for systematic campaign to destroy Belt settlements and kill/displace residents.
Officially: "Belt Safety Enforcement - emergency evacuation operations"
Actually: Massacres of peaceful civilians to hide truth about Belt habitability
DOCUMENTED MASSACRES
Pine Ridge Settlement (March 12, 2030)
Location: Former Wyoming region
Population: 73 residents
Date: March 12, 2030
Casualties: 73 killed, 0 survivors
What Happened:
First documented Operation Scorched Earth raid. Authority forces (estimated 40+ personnel) surrounded settlement at dawn.
Forces used automatic weapons. No warning given. Residents were shot as they emerged from homes.
All 73 residents killed. No survivors.
Settlement burned. Bodies buried in mass grave on-site.
Authority official statement: "Emergency evacuation operation from contaminated region. 73 civilians relocated to Protected Zones for medical evaluation."
Reality: 73 murdered. None "evacuated." All buried in Belt.
Clearwater Settlement (July 8, 2031)
Location: Former Montana region
Population: 124 residents
Date: July 8, 2031
Casualties: 119 killed, 5 escaped
What Happened:
Authority forces raided settlement mid-afternoon. Aerial surveillance confirmed population before attack.
Forces surrounded settlement, announced via loudspeaker: "This is Authority enforcement. You are in contaminated region. Evacuate immediately for health processing."
When residents complied and emerged with hands up, forces opened fire.
119 killed. 5 residents escaped into surrounding forest during attack.
Survivor testimony (one of the 5):
"They told us to come out for 'health processing.' People believed them. Families walked out with hands up, children holding parents' hands.
Then they started shooting. Everyone. Children. Elderly. Everyone.
I ran. I heard screaming behind me. I kept running."
Authority statement: "Successful evacuation of Belt region settlement. 124 civilians relocated for contamination screening."
North Ribbon Settlement (October 23, 2048)
Location: Former Colorado region
Population: 47 residents
Date: October 23, 2048
Casualties: 19 killed (including 6 children), 28 escaped
What Happened:
Authority forces led by Inspector Isabella Jean raided settlement. Unlike earlier massacres, settlement had warning system and evacuation plan.
Early warning gave most residents time to flee. 28 escaped into Belt.
19 residents couldn't evacuate in time (elderly, families with young children). Forces killed all 19.
Victims included entire Martinez family:
- Roberto Martinez, 38
- Carmen Martinez, 35 (pregnant, 6 months)
- Sofia Martinez, 12
- Diego Martinez, 8
- Ana Martinez, 4
One survivor witnessed from hiding:
"Isabella Jean personally executed the Martinez family. Shot Roberto first. Carmen begged for her children. Jean shot Carmen, then each child systematically.
Sofia (12 years old) tried to run. Jean shot her in the back.

OPERATION SCORCHED EARTH TACTICS
Based on survivor testimony and leaked documents:
Target Selection:
- Authority identified settlements via aerial surveillance
- Prioritized small settlements (50-150 residents - easier to eliminate)
- Avoided large settlements (300+ residents - too costly, too many witnesses)
Attack Pattern:
- Surveillance: Confirm population and layout
- Surround: Forces positioned around settlement (prevent escape)
- False Announcement: "Emergency evacuation" or "health screening" announcement
- Compliance: Wait for residents to comply and expose themselves
- Execution: Kill all residents
- Cover-up: Burn settlement, bury bodies, report "successful evacuation"
Why False Announcements?
Announcing "evacuation" or "health screening" made residents emerge peacefully, making them easier targets. More efficient than forcing entry into fortified homes.
This is classified as war crime: Perfidy (false surrender/protection claims to attack enemy).
No Survivors Policy:
Early raids (2030-2032) aimed for zero survivors to eliminate witnesses. Later raids (2035+) had more escapes as settlements developed warning systems.
Cover Stories:
Authority consistently reported massacres as "evacuations." Official records claim thousands of Belt residents were "relocated to Protected Zones for health screening."
Reality: They're dead. Buried in Belt.
WHY MASSACRES STOPPED (2043)
Operation Scorched Earth largely ended after 2043. Why?
1. Settlements Adapted
- Warning systems (lookouts, radio communications)
- Evacuation protocols (residents could flee before forces arrived)
- Remote locations (harder for Authority to locate)
- Success rate dropped (more survivors, more witnesses)
2. Larger Settlements Emerged
- By 2043, some settlements had 500-2,000+ residents
- Too large to raid without massive operation
- Too many potential survivors/witnesses
- Cost/benefit became unfavorable
3. Witness Problem
- Survivors from later raids reached Protected Zones
- Started telling stories of massacres
- Authority couldn't suppress all testimony
- Risk of scandal increased
4. Strategic Shift
- Authority realized large-scale massacres were unsustainable
- Shifted to: Maintain Belt lie, ignore large settlements, raid only small new settlements occasionally
- Current policy: Aerial surveillance, occasional small raids, mostly leave large settlements alone
By 2043, Operation Scorched Earth as systematic campaign ended. But Authority still conducts occasional raids.
LEGAL STATUS
Operation Scorched Earth constituted multiple war crimes under international law:
- Mass murder: Systematic killing of civilians
- Perfidy: False protection claims to attack enemy
- Crimes against humanity: Widespread attack on civilian population
- Genocide: Targeting group for elimination
No one has been prosecuted. Authority grants immunity to itself.
Key commanders:
- Colonel Sarah Mitchell: Led Operation Scorched Earth 2030-2043. Retired 2045 with full honors. Currently receiving Authority pension.
- Inspector Isabella Jean: Participated in multiple raids including North Ribbon massacre. Currently Director of Gate 33 checkpoint. Never faced charges.
These individuals killed thousands. They face no consequences.
CURRENT STATUS (2057)
Does Operation Scorched Earth continue?
Technically no. Systematically, no. But:
- Authority still conducts occasional raids on small new settlements
- Estimated 1-3 raids per year (vs. 10-20/year during operation peak)
- Large settlements (1,000+ residents) generally left alone (too costly)
- Authority focuses on surveillance and maintaining Belt lie rather than massacres
Why large settlements survive:
- Too large to raid without major military operation
- Too many witnesses if attacked
- Risk of resistance/casualties to Authority forces
- Publicity risk if massacre exposed
- Cost/benefit unfavorable
Examples of surviving large settlements:
- New Haven (2,400 residents, established 2039)
- Iron Creek (1,300 residents, established 2044)
- Freehold (900 residents, established 2040)
These settlements prove Belt is habitable. Authority mostly ignores them now (can't eliminate them without major operation).
WHAT THIS MEANS
Operation Scorched Earth proves:
- Belt is habitable: Settlements existed and functioned. Residents were healthy. No contamination-related illness.
- Authority knew Belt was safe: If Belt was genuinely contaminated, no "evacuation" would be needed - residents would die from exposure.
- Belt lie was deliberate: Authority killed thousands to hide truth that Belt is habitable.
- Authority prioritizes control over human life: Killed 3,000-5,000 civilians to maintain travel restrictions.
- Checkpoint system is based on lie: Checkpoints exist to prevent "dangerous Belt crossing" - but Belt isn't dangerous.
The Authority massacred thousands of peaceful civilians to protect a lie that justifies their control system.
And no one has been held accountable.
Operation Scorched Earth is why this website exists.
3,000-5,000 civilians massacred. Why? To hide that Belt is habitable.
If citizens knew Belt was safe, they'd realize:
- Travel restrictions unnecessary
- Checkpoints unnecessary
- Alternative to Authority control exists
- They're being controlled through lies
Pine Ridge: 73 killed. Clearwater: 119 killed. Hope Springs: 103 killed. North Ribbon: 19 killed including 6 children.
Peaceful settlements. Families. Children. All murdered.
And the commanders who ordered these massacres? Retired with honors. Receiving pensions. Never prosecuted.
This is what the Authority does to protect its power.
