These people were murdered by Authority personnel under Inspector Isabella Jean's command. They were denied checkpoint crossing, asked questions about the denials, and were shot for it.

THEY WERE NOT THREATS. THEY WERE FAMILIES.
The Authority claims these people were "hostile travelers" who "threatened checkpoint security." The truth:
- All had valid travel permits
- No weapons were found on any victim
- No guards were injured or threatened
- Seven of the dead were children under age 12
- The "incident" lasted less than 5 minutes from denial to massacre
They died for asking questions about denied travel permits. That's all.
ISABELLA JEAN HAS NEVER APOLOGIZED
Jean's official statement: "I gave lawful orders to maintain checkpoint security. I regret casualties occurred, but my personnel acted appropriately under challenging circumstances."
She was promoted afterward. The Authority calls her "a model of professional excellence."
